Is the right shoulder down plane literal?

Is the right shoulder down plane literal?
I am working more and more towards getting my right shoulder to travel more down plane.

That said I do have a question.

Should the right shoulder be actually ON the plane, or slightly under, or slightly above? Does it matter?

My right shoulder tends to be slightly above plane at the top of my back swing and driving parallel to the plane while my hands are on plane.

Is this a problem that needs to be corrected? I can get it directly on plane with a flatter shoulder turn but it feels a bit odd to say the least.
