Not towards the plane line no. But towards wherever their hips are pointing. They all squeeze their buttocs and bring their "instrument" eh... tailbone forward, so to speak. Since their hips are more turned, the goat humping as you call it will be more on the right side than the left. It's not goat humping anymore but compression of the right side.

Kelvin Miyahira has described this move in his analysis of Jamie Sadlowski amongst others. It is an essensial part of a powerful stroke. It is probably a lot less effective when it's combined with a hip stall, but it is probably better still than posing like a duck through impact.

Hump and turn, and you're pretty close to where the good guys are at impact.
