It seems that the friction between the shoes and the ground enables the counter force (against the force exerted by the pivot through the feet) from the ground to be transferred through the feet all the way up through the pivot to the shoulders, which drive the arms. I'm not sure if making a swing is possible when standing on a rotary office chair, which takes that friction out of play.
