Now...how do you slow down the roll of #3Accumulator without changing hinge action? per say..slow down the roll of Horizontal Hinging without changing to Angled Hinge Action?

You cannot 'slow down' the Roll of Horizontal Hinge Action. The Left Wrist either remains vertical (to the horizontal plane) through Impact or it does not. If it does not, you have altered its Rhythm, and you no longer have Horizontal Hinge Action.
