The Endless Belt Effect is only one concept. It should not be considered on its own. For example, during release there is extension of the Lever Assembly, which, via conservation of Angular Momentum, means the Belt has to slow down (since more mass gets further away from the centre).

The pulley is actually the release point in the downswing. The smaller the pulley the faster the Clubhead speed (Centrifugal Acceleration).

HK is explaining that when the Right Arm begins to Straighten during Release (Left Wrist Uncocking) that the Clubhead is moving to a Longer Radius (acceleration) and the Hands will slow ...COAM. The "Pulley" (Throw-Out) will compensate. The longer you delay Release, the greater the Acceleration/Mass, and hence, the more the Hands will slow, but delaying Release also creates a Smaller Pulley.

He is saying that it's (the Endless Belt) a perfect (nearly perfect) system because the Pulley compensates for Release Deceleration, and the compensation is proportional to the amount of slowing effect. Then HK says, that although the Pulley Compensated for Release Deceleration, it doesn't prevent "Impact Deceleration". To Prevent Impact Deceleration you need to Keep "Pressure" on the #3 Pressure Point.

HK is a Genius.
