I also have short legs and have always fought pull/hooks. I found that standing more upright and choking down a bit helped, but I didn't feel comfortable. After a fitting session with Jeff Hull (golfgnome), he fit me to clubs that were 4 degrees flat. Now I can get better results than standing more upright, and in a more comfortable waist bend position. Today was the first time I played with my newly bent clubs (77 degrees in Indiana today!!!!), and I didn't fight that pull/hook for the first time in a long time. Now I have to learn to trust that a full roll / horizontal hinge will hit it straight instead of left!
