Yes. Hips lead and power the shoulder turn during the down-stroke.

A simple way to 'feel' a swingers action is to swing a golf club like a baseball bat. (Horizontally)

With each swing, try to make the pitch of the wiping sound increase, until you're swinging close to as hard/fast as you can. (basically this is what Hogan did in the video in a single swing)

At that point, note how your body moved to accomplish this - this is the swinger's flail.
